With unlimited annual coverage, averages rise to $61 for a dog and $31 for a cat. Banfield data on the page puts a dog's vet visit at $79 in Philadelphia and $68 in Pittsburgh.

Pennsylvania pet insurance rules

Pennsylvania adopted the NAIC Pet Insurance Model Act as Act 19 of 2024 (HB 660), now 40 Pa.C.S. Chapter 47. Signed June 10, 2024, it took effect 180 days later. Accidents can't have a waiting period, and illness and orthopedic waiting periods are capped at 30 days. You get 30 days to return a policy for a full refund if no claim was filed. Wellness plans can't be required, and agents must complete pet insurance training.
